More than just survival

PASS was created with the intent to give adults with developmental disabilities an opportunity to do more than simply survive. Providing things as simple as a weekly outing to a park or the mall require higher client/staff ratio than the average care provider. Because much of the funds for PASS are provided by the State of Oregon, the organization is limited by governmental requirements regarding how much it can charge for the services provided.

PASS provides more opportunities for clients as a result of:
1) Donations: PASS relies on donations from individuals, corporations and foundations.

2) Low overhead: PASS boasts extraordinarily low overhead as a result of volunteer leadership in several leadership positions including Executive Director and President positions. As PASS continues to grow, the Board of Directors is focused on establishing funding for additional paid leadership positions.

3) Superior Staff: PASS is fortunate to have an experienced staff who are passionate about serving PASS clients. We have a below average turnover rate among our caregivers. Great time and attention is paid to training and equipping the staff to care for PASS clients in a safe and friendly manner.
